Act 07-1

2007 Government Salaries

 

            An Appropriations Act to approve of a budget for the government of the GPGC for the 2007 Session, as required by Act 98-5.

Section I:

            The present Income Tax levied on the student salaries for the benefit of the Government is hereby continued in force and legislatively ratified for the remainder of the 2007 Session. It is anticipated that the taxes will provide a total of approximately $402.00 during the course of the current Session.

Section II:

            The following sums are hereby appropriated for the purposes enumerated below:

A.        Salaries for Government officials. The weekly salaries for members of the GPGC Student Government shall be as follows:

            1.         President                                                                                 $4.25
            2.         Vice President                                                                         $3.75
            3.         Secretary                                                                                 $4.00
            4.         Justice (Individual)                                                                 $3.25
            5.         Representative (Individual)                                                    $1.75
            6.         Senate (Individual)                                                                 $1.75
            7.         Speaker of the House                                                              $2.00
            8.         Secretary of the Senate                                                           $1.50

            Total Weekly Amount                                                                        $22.25
            First Week Amount (Including Election Officer Salary)                   $28.00

B.        Printing Costs of the Government Documents. At the end of the Session, the Government shall transfer to the account of the GPGC the remainder of the funds collected from the Income Tax to reimburse the GPGC for costs of printing Government documents.

C.        Salary of the Election Officer. The Election Officer shall receive a one-time payment of $5.75 payable in full at the end of the first pay period following the passage of this resolution.

 

 

Section III:

Any further expenditure shall be authorized by Acts of the Legislature as appropriate.

Section IV:

            Should any portion, provision, or application of this act be found invalid, the remaining portions, provisions, and applications shall remain intact and be upheld. To this end, the provisions of this act are severable.

Section V:

            All prior appropriations acts on the subject matters covered by this act, or parts thereof are hereby repealed.

 

Act 07-2

Senior Store Licensing and Regulatory Act

A Licensing and Regulatory Act to improve the functionality and effectiveness of the Senior Store.

Section I

Senior Store is defined as the establishment created by the seniors of that year and overseen by the staff.

Section II

            In accordance with the intent of this act, Senior Store is granted a business license at the beginning of each session of the Governor’s Program for Gifted Children and that license shall expire at the end of each session.

Section III

            Any non-Senior student found behind the front of the table of the Senior Store shall be issued a ticket in the following values:

1.         $0.25 Ticket for the first offense

2.         $1.00 Ticket for the second offense and every offense thereafter

Section IV
           
            Any student not making a purchase at the Senior Store that is blocking the view of Senior Store in any direction shall be issued a ticket in the following values:

1.         $0.25 Ticket for the first offense

2.         $1.00 Ticket for the second offense and every offense thereafter

Section V

            Any Senior who leaves Senior Store unattended during their shift as designated by the counselor-approved schedule shall be issued a ticket in the following value:

1.         $1.00 for the first offense and every offense thereafter

 

Section VI

            Money collected from tickets due to violations of Sections IV and V of this act shall go towards the funding of Senior activities throughout the session.

Section VII

            Should any portion, provision, or application of this act be found invalid, the remaining portions, provisions, and applications shall remain intact and be upheld. To this end, the provisions of this act are severable.

Section VIII

            All prior acts and/or resolutions on the subject matters covered by this Act, or parts thereof, are hereby repealed.

 

 

Act 07-3

 

Revision of Act 99-2

SECTION I

            After 5:00 PM, Monday through Friday and 9:00 AM Saturday and Sunday, all students must “sign out” each time they leave the dormitory. Folders identified by class in each of the lobbies will contain a “sign out sheet” for each student of that class. Each student must record his name, destination, companions, time of departure, and estimated time of return. Students must then record the actual time of return on the sheet upon his return. Should the time of return exceed the estimated time of return, circumstances will be reviewed by the dormitory staff and in the case of student negligence, are then subject to penalty according to dormitory regulations. Failure to note time of return will also be subject to penalty according to dormitory regulations.

SECTION II:

            When a student is leaving the dormitory for destination within the McNeese University campus, with the exception of going to class or any other on-campus destination as determined by the Coordinator of Housing or higher authority, he shall be accompanied by two (2) other students of any classification. When a student is leaving the dormitory for a destination outside of the bounds of the McNeese University campus, he shall be accompanied by two (2) other students. Also, on the first two weeks of the program, all freshman must be accompanied by a Gamma, Beta, or Alpha in order to go off campus. No student shall be permitted to leave the campus of McNeese University before 5:00 PM without special permission from and in the company of a member of the GPGC faculty or staff.

 

SECTION III:

            Any students enrolled in academic classes designated a part of the Graduate Division will be required to return to the dormitory at or before 8:30 PM.  Any student enrolled in classes designated as part of the Undergraduate Division will be required to return to the dormitory at or before 8:00 PM. All students, regardless of academic or dormitory classification, will be required to return to the McNeese University campus before 8:00 PM. Failure to return to campus before 8:00 PM will be grounds for penalty according to dormitory regulations.

SECTION IV:

            Upon leaving the campus, students will be permitted to travel to, and only to, destinations specified by the Coordinator of Housing. A list of these destinations will be posted in each of he lobbies of the dormitory and shall be approved by the director of the GPGC. This list shall be separated into two sections, one of which will be approved for everyday visitation, and the other reserved for visitation at the discretion of the Coordinator of Housing or his explicit designee. In the case of Coordinator discretion, special limitations may be placed on such visitations so as to ensure that students will be kept safe and out of harm’s way during both travel and visitation of said destinations. The Coordinator of Housing and/or any additional higher authority, at their discretion, may adjust the provisions and/or violations of this act.

SECTION V:

All prior acts and/or resolutions on the subject matters covered by this Act, or parts thereof, are hereby repealed.

 

Act 07-4

 

Suite & Room Curfew Act

Section I:

            A Curfew Act to establish the times for suite curfew and room curfew.

Section II:

            Suite Curfew shall be at thirty minutes before the designated Lights Out time. Room Curfew shall be set at fifteen minutes before the designated Lights Out time.

Section III:

            By the intent of this act, the following suite and room curfews shall be set for each class:

Epsilons: Suite Curfew- 9:30pm, Room Curfew- 9:45pm
Deltas: Suite Curfew- 10pm, Room Curfew- 10:15pm
Gammas: Suite Curfew- 10:30pm, Room Curfew- 10:45pm
Alphas and Betas: Suite Curfew- 11pm, Room Curfew- 11:15pm

            The Designated Lights Out times for each class shall be continued in force.

Section IV:

            Violations of this act shall be as follows:

Suite Curfew Violations: $1 ticket for each offense
Room Curfew Violations: $0.25 ticket for each offense

Section V:

            This act shall be in effect for as long as GPGC is housed in a housing complex composed of suites with multiple rooms in each suite.

Section VI:

            Should any portion, provision, or application of this act be found invalid, the remaining portions, provisions, and applications shall remain intact and be upheld. To this end, the provisions of this act are severable.

 

Act 07-5

Activity Committee Act

Section I

            Act 01-5 is hereby repealed in its entirety.

Section II

            A committee of counselors and full-time students at the Governor's Program for Gifted Children shall be established to plan and form a schedule of extracurricular activities throughout the week and weekends.

Section III

            The committee's duties shall be to plan and carry out the extracurricular activities throughout the week and weekends.

Section IV

            The committee shall consist of one rotating male and female counselor as well as one male and one female student from each classification (Freshman, Sophomore, Senior, and Grad)

Section V

            Students who wish to serve on the Activity Committee shall be presented by the Secretary to the House of Representatives at the Second official meeting of the House of Representatives. The House of Representatives will vote on each of the available student seats of the committee in the following order:

Freshman, Sophomore, Senior, and Grad. A majority vote on each seat shall determine who shall serve in that seat. If majority is not reached in the first vote, then a second vote shall be taken. If majority is not met after this second vote, the person with the most votes shall receive the seat. In the event of a tie, the President shall break the tie. If a male or female student seat has no candidates for that seat, then the seat shall remain vacant for the remainder of the session.

Section VI

            Activity Committee meetings shall be held at least once a week at a time and place as designated by the Coordinator of Housing.

Section VII

            Each student member of the Activity Committee shall be paid a weekly salary of $1.00.

Section VIII

            Should any portion, provision, or application of this act be found invalid, the remaining portions, provisions, and applications shall remain intact and be upheld. To this end, the provisions of this act are severable.

 

Act 07-6

Joint Session Procedure

Section I:

            A Procedural Act to detail the procedural guidelines for a Joint Session of the Legislature.

Section II:

            This act shall in no way take away from the rights of the President and/or Director of GPGC to call for a Joint Session of the Legislature.

Section III:

            Quorum for a Joint Session shall be a combination of the standards for quorum as outlined in Article III, Section 7 of the Constitution of the GPGC. To reiterate, quorum shall be as follows:

One half of the members of the House of Representatives with the provision that at least one elected representative from each class is present, and One half of the members of the Senate with the provision that at least two faculty senators and two student senators are present.

Section IV:

            On the date of a Joint Session, both the House and Senate will hold regular meetings before both bodies meet as one in a Joint Session. The order of these “regular meetings” shall be as follows:

II: Roll Call,

III: Recess

            In order to recess from the “regular meeting”, a “Motion to Recess Until After the Joint Session” must be made. This motion must be seconded and approved by a Majority of the members present at each individual regular meeting. A Joint Session shall not be held if one or both houses does not approve the motion to recess. However, as stated in Section II, this act does not take away from the power of the President and Director at their discretion to forgo the “Regular Meeting” portion of this section and directly call both legislative bodies into a Joint Session following the meeting agenda as outlined in Section V of this Act.

Section V:

            The agenda for a Joint Session of the Legislature shall be as follows:

Section VI:

            Voting in a Joint Session shall follow the interpretation of “One Body, One Vote” whereas a majority vote is needed to approve any legislation presented at a joint session. All voting on motions shall follow the guidelines as set forth by Robert's Rules of Order.

Section VII:

            If passed, this act shall also be added to Act 82-1 (Committee System and Legislative Process of the Legislature) and serve as Section XXI.

Section VIII:

            Should any portion, provision, or application of this act be found invalid, the remaining portions, provisions, and applications shall remain intact and be upheld. To this end, the provisions of this act are severable.

 

Act 07-7

Cell Phone Act

Section I:

            A Regulatory Act concerning student's access to their cell phones.

Section II:

            This act shall grant students access to their cell phones through the following regulations:

A         Monday-Thursday:

            Students shall have possession of their cell phones beginning after dinner or 5pm until their designated Lights Out time each night (Monday-Thursday) as determined by their housing classification (Epsilon, Delta, Gamma, Beta, and Alpha).

B         Friday-Sunday:

            Students shall have possession of their cell phones beginning after dinner or 5pm on Friday evening until their designated Lights Out time on Sunday night.

Section III:

            If a student fails to return their cell phone to their counselor at their Lights Out time, they shall be subject to punishment as defined in Section IV.

            If a counselor fails to obtain a student's cell phone at the Lights Out time, the student should return the phone to either their or another counselor no later than the following morning's Wake Up Call. If a student fails to return their cell phone to their counselor at Wake Up Call, they shall be subject to punishment as defined in Section IV. If it is determined that a student intentionally failed to return their cell phone to a counselor, the student shall be subject to punishment as defined in Section IV.

            Any points of conflict concerning violations of this act shall be handled by the proper authorities (Coordinator of Housing or higher officials) as deemed necessary.

 

Section IV:

            Penalties for violations of this act shall be as follows:

1st Offense: $1.00 ticket, 2nd Offense: $5.00, Further offenses: Confiscation of the cell phone until a date determined by the Coordinator of Housing.

 

Section V:

            This act recognizes the right of the Coordinator of Housing to adjust the provisions of this act as deemed necessary.

Section VI:

            Should any portion, provision, or application of this act be found invalid, the remaining portions, provisions, and applications shall remain intact and be upheld. To this end, the provisions of this act are severable.

Regular Meeting Agendas

Section I:

            A Procedural Act to establish meeting agendas for regular meetings of the House and Senate of the GPGC Government.

Section II:

            The following shall be established as the regular meeting agenda format for meetings of the House of Representatives:

Section III:

Section IV:

            This act recognizes the right of the Presiding Officer at each regular meeting of the House of Representatives or Senate to adjust the order of these agenda formats as needed.

Section V:
